EBM Element:

Role of Regulators

Traditionally, regulators used command and control to manage natural resources. Success was defined by specific, often binary (yes/no) outcomes with distinct responsibilities. Ideal EBM dissolves these hard lines and the role of the regulator shifts to becoming a full management partner.

Opportunities to EBM

Role of Regulators

Where regulatory agencies lead the planning process (e.g., protected areas, land-use framework) one agency drives the process and seeks participation from other groups. Where industry has lead responsibility (e.g., area-based commercial tenures) government agencies typically participate to varying degrees. Disputes are common due to organizational silos and narrow mandates, challenging the process of integrating regulators and partners.
