Where regulatory agencies lead the planning process (e.g., protected areas, land-use framework) one agency drives the process and seeks participation from other groups. Where industry has lead responsibility (e.g., area-based commercial tenures) government agencies typically participate to varying degrees. Disputes are common due to organizational silos and narrow mandates, challenging the process of integrating regulators and partners.
